No, there is no requirement that you be a Virginia resident.
Where
do we get a marriage license?
To be married in Virginia, you must first get your license in Virginia
at any Circuit Court Clerk's office. They are open Monday through Friday

city or county nearest you. (Note that after your wedding, if you
want to have a certified copy of your completed marriage license, you
will need to call the Circuit Court and request one. They usually charge
a $3 fee for this.)
Does the law require that we be US Citizens to be married

US?
No, there is no requirement that you be a US Citizen. May we get our license in one city and get married in another area
of Virginia?
Yes and your officiant or marriage commissioner will mail or deliver the
completed license back to the court from which it was obtained.
Are blood tests required in Virginia?
No.
Is there a minimum "waiting period" between
the time we get the marriage license and the ceremony is performed?
No, the wedding can be performed immediately after you obtain the
license if you desire. But there is a maximum waiting period. The wedding
must
be performed within 60 days of the date you obtain the license. 
Do we
need to have witnesses?
No, there is no requirement for this in Virginia.

What does the term "Marriage Celebrant"
mean and what do they do?
A "Marriage Celebrant" is someone who has been appointed by
a Circuit Court Judge to perform civil wedding ceremonies. Another term
for this role is "Wedding Officiant" or "Marriage Commissioner"
similar to the "Justice of the Peace". But a civil wedding ceremony
